New Jersey College Grants: TAG and the Garden State Guarantee

New Jersey college grants come mainly from two state programs run by the Higher Education Student Assistance Authority (HESAA): the Tuition Aid Grant (TAG), a need-based grant for New Jersey residents at approved New Jersey colleges, and the Garden State Guarantee (GSG), which can bring tuition and fees to $0 in the third and fourth years at a public four-year college. You apply for both by filing the FAFSA or the New Jersey Alternative Financial Aid Application and then completing your state record in HESAA’s portal before the deadline.

The deadlines are the part families most often miss. New Jersey uses fixed dates, and HESAA says plainly that “deadlines are not extended for incomplete or partial information or documents.”

The Tuition Aid Grant (TAG)

HESAA describes TAG as “need-based assistance to New Jersey students enrolled at approved New Jersey higher education institutions.” Your financial need is measured from the FAFSA (or the state alternative application), so the grant follows the same data your college uses for federal aid.

Who is eligible

  • Residency. You generally must have lived in New Jersey for 12 consecutive months before the term begins, or meet the requirements of P.L. 2018 c. 12, which includes students who attended and graduated from a New Jersey high school.
  • Approved college. TAG pays only at approved New Jersey institutions, so out-of-state study does not qualify.
  • Academic progress. You must meet your college’s satisfactory academic progress rules, which cover both GPA and the share of attempted credits you complete.
  • Payment limits. HESAA caps TAG at up to 5 payments for a county college associate program and up to 9 for a four-year bachelor’s program, with possible exceptions for certain programs.

All of these conditions come from HESAA’s TAG page.

How much TAG pays

HESAA says “TAG award amounts vary based on the type of institution at which students enroll.” A student at a county college, a public university and a private college with the same need can receive different amounts. HESAA publishes the current dollar schedule as a separate award table rather than on the program page; we could not read that table in a form we could verify, so we have not quoted dollar figures here. Your college’s financial aid office will show your actual TAG amount on your offer.

Summer TAG

For Summer 2026, HESAA required at least six credit hours, a TAG award in the prior fall and/or spring term, and summer courses in the same program at the same institution. If you plan to take summer classes to graduate on time, check the current summer rules with your aid office before you register.

The Garden State Guarantee (GSG)

The Garden State Guarantee is aimed at the last two years of a bachelor’s degree. According to HESAA, eligible students pay a net price of $0 for tuition and fees in their third and fourth years at a New Jersey public four-year college. GSG covers tuition and fees left after federal aid, state aid and other scholarships.

  • Income. HESAA lists an eligible adjusted gross income range of $0 to $65,000. A negative AGI is not eligible.
  • Enrollment. You must be full time, meaning at least 12 credits per semester, and working toward a first bachelor’s degree.
  • Year in school. HESAA defines third-year students as having 60 to 89 accumulated credits and fourth-year students as having 90 to 128, counted wherever they were earned.
  • Limit. GSG lasts up to 4 semesters or 128 credits, whichever comes first. HESAA says the maximum number of GSG payments is 4 “and there are no exceptions.”

The higher income tiers closed to new students

GSG originally had higher income bands. The College of New Jersey’s financial aid office explains that its Tier 2 ($65,001 to $80,000 AGI) and Tier 3 ($80,001 to $100,000 AGI) were “DISCONTINUED for new students starting in 2025/2026,” and that only students who previously received a GSG award may still be considered under them (TCNJ, Garden State Guarantee). If you see an older article promising a GSG cap for families earning up to $100,000, it is out of date for new students.

How to apply for New Jersey state grants

  1. File the FAFSA, or the NJ Alternative Financial Aid Application if you cannot file the FAFSA. Our guide on how to fill out the FAFSA walks through each section.
  2. List at least one New Jersey college so your information reaches HESAA and the school.
  3. Complete your State Record in NJFAMS, HESAA’s online portal, when HESAA asks for it.
  4. Answer any verification requests from your college quickly. Colleges handle many eligibility and verification questions on HESAA’s behalf.

New Jersey state aid deadlines for 2027-28

HESAA has posted its deadlines for the 2027-28 academic year. Your deadline depends on whether you received TAG in 2026-27.

Who you are Fall 2027 and Spring 2028 State Record in NJFAMS Spring 2028 only
Renewing: received TAG in 2026-27 Application received by April 15, 2027 October 1, 2027 Application by February 15, 2028; State Record by March 1, 2028
High school seniors, first-time students, and anyone without TAG in 2026-27 Application received by September 15, 2027 October 1, 2027, or 30 days from initial notification Application by February 15, 2028; State Record by March 1, 2028, or 30 days from initial notification

Notice the trap for continuing students. A renewing TAG student’s deadline is April 15, months earlier than a new student’s September 15 date. Families who file late because “the deadline is in September” can lose a year of TAG. Our FAFSA deadlines guide explains why state dates usually matter more than the federal one.

How New Jersey grants interact with federal aid

TAG and GSG are applied alongside the Federal Pell Grant, and GSG is a last-dollar program, filling in tuition and fees after other grants. A federal change to keep in mind: for award years beginning on or after July 1, 2026, a student whose non-federal aid equals or exceeds the cost of attendance is ineligible for Pell, according to a June 4, 2026 Federal Student Aid electronic announcement. Very few students reach that point, but students stacking large private scholarships with state grants should ask their aid office how their package is built.

Common mistakes that cost New Jersey students money

  • Filing after April 15 as a renewing TAG student.
  • Submitting the FAFSA but never finishing the NJFAMS State Record.
  • Dropping below 12 credits in the junior or senior year, which ends GSG eligibility for that term.
  • Assuming an out-of-state college will accept TAG. It will not.
  • Relying on older GSG income tiers that no longer apply to new students.

Where to go next

State grants rarely cover everything.
