Utah college grants and scholarships are led by two statewide programs from the Utah System of Higher Education (USHE): the Opportunity Scholarship, a merit award for high school seniors who complete advanced coursework, and the Utah Promise Grant, a need-based grant for Utah residents who file the FAFSA. For the class of 2027, the Opportunity Scholarship application runs from January 5 to March 19, 2027, with a February 5 priority deadline.
USHE’s overview page lists every state program, from the First Credential Scholarship to the T.H. Bell Education Scholarship (USHE, Utah Scholarships and Aid Programs). This guide focuses on the two most students will use.
Utah Opportunity Scholarship
USHE says the Opportunity Scholarship “encourages students to complete advanced courses while in high school to prepare academically for college.” It is merit-based: the FAFSA is required as part of the application, but USHE says eligibility for federal aid “is not considered” in the decision (USHE, Opportunity Scholarship).
Award amounts by graduating class
| High school graduating class | Maximum award published by USHE |
|---|---|
| 2022 to 2025 | $1,000 per semester, up to four semesters |
| 2026 | $800 per semester, up to four semesters |
| 2027 | Not yet published; USHE says the maximum is set annually |
Awards are applied to tuition and general student fees after all other state aid. The drop from $1,000 to $800 for the class of 2026 is a reminder not to plan around an older figure; wait for USHE to publish the class of 2027 amount.
Opportunity Scholarship requirements
USHE says the requirements came from “examining recent Utah high school graduates’ data to identify the top college success predictors.” They include:
- A 3.3 cumulative high school GPA.
- Three advanced courses, including at least one Advanced Placement (AP), International Baccalaureate (IB) or Concurrent Enrollment (CE) course, as described on USHE’s page.
- An online application during senior year, plus the 2027-28 FAFSA for 2027 applicants (both student and parent sections).
Students graduating from a private Utah high school must submit a transcript with the application. Check USHE’s list of eligible advanced courses with your counselor before spring of junior year, so there is time to fit them in.
Opportunity Scholarship deadlines for 2027
| Step | Date |
|---|---|
| Application opens | January 5, 2027 |
| Priority deadline | February 5, 2027 |
| Final deadline | March 19, 2027 |
| Application update emailed | May 7, 2027 |
USHE explains that the priority date is “a contingency”: if the Legislature does not provide enough funding to award every eligible student, those who met the priority deadline may get priority. Both the online application and the FAFSA must be submitted by the deadline.
Keeping it
Your college tracks your enrollment and GPA each semester before posting the award. USHE lists satisfactory academic progress, “typically a minimum semester GPA of 3.0,” and earning credit for every course you were paid for. Deferments are possible for military service, major medical issues, humanitarian or religious service, and attending a public Utah technical college.
Utah Promise Grant
USHE describes the Utah Promise Grant as a statewide program that “expands access to higher education opportunities to all Utahns by providing financial assistance to students who demonstrate financial need.” Its eligibility requirements, as USHE lists them, are (USHE, Utah Promise Grant):
- Be a Utah resident or qualify for resident tuition.
- Complete a FAFSA.
- Demonstrate financial need.
USHE says the award “varies based on available funding” and tells students to contact the financial aid office at the institution where they are enrolled or plan to enroll. It does not publish a statewide award chart or deadline, so your college’s priority FAFSA date is the one that counts.

How to apply
- File the 2027-28 FAFSA now; it is needed for both programs. Our guide on how to fill out the FAFSA walks through it.
- Seniors: submit the Opportunity Scholarship application between January 5 and February 5, 2027.
- Apply to Utah colleges and ask each about the Utah Promise Grant.
- Look up each college’s priority date; our FAFSA deadlines guide explains why.
A federal rule to know: for award years beginning on or after July 1, 2026, a student whose non-federal aid equals or exceeds the cost of attendance is not eligible for Pell, according to a June 4, 2026 Federal Student Aid electronic announcement.
Questions Utah families ask
Is the Opportunity Scholarship need-based?
No. USHE says it is merit-based: you qualify through GPA and advanced coursework. The FAFSA is still required as part of the application, but federal aid eligibility is not considered.
Can I use the Opportunity Scholarship at a technical college?
USHE lists attending a public Utah technical college as a reason to defer the scholarship. Ask your college about its deferment steps, which have their own deadlines.
Are adult learners eligible for the Utah Promise Grant?
USHE’s listed requirements are residency, the FAFSA and financial need. Recent graduation is not one of them, so ask your college’s aid office if you are returning as an adult.
What happens if my semester GPA drops?
USHE says payments require satisfactory academic progress, typically a minimum semester GPA of 3.0, and earning credit for every course you were paid for. Talk to your college quickly if a semester goes badly.
What if I do not hear back about my application?
USHE says applicants should receive an application update by email on May 7, 2027. If you have not heard by then, USHE says to contact its office immediately.
Do private colleges take state aid?
USHE’s list of institutions that participate in most state aid programs includes Brigham Young University (Provo), Ensign College, Western Governors University and Westminster University, alongside the public colleges and technical colleges.
Is the Opportunity Scholarship paid for summer?
USHE says your college tracks enrollment in the fall and spring semesters (fall and winter at BYU and Ensign College) before posting each semester award. Ask your aid office about any other term.
