Oklahoma’s Promise and OTAG: Oklahoma College Grants

Oklahoma college grants and state scholarships center on two programs run by the Oklahoma State Regents for Higher Education: Oklahoma’s Promise, a tuition scholarship that students must apply for in grades 8 through 12, and the Oklahoma Tuition Aid Grant (OTAG), a need-based grant awarded through the FAFSA. Oklahoma’s Promise has a hard deadline of December 31 of senior year; OTAG has no fixed date, but funds run out, so early filing decides who gets it.

If you are a high school senior reading this before December 31, 2026, the most urgent step is checking whether you can still apply for Oklahoma’s Promise.

Oklahoma’s Promise

Oklahoma’s Promise was created by the Legislature in 1992 and “offers qualified Oklahoma students an opportunity to earn a scholarship for college tuition,” according to the State Regents (Oklahoma State Regents, Oklahoma’s Promise). It covers tuition at Oklahoma colleges, universities and technology centers.

Who may apply

Applicants must be Oklahoma residents in 8th through 12th grade whose family’s adjusted gross income (AGI) does not exceed the program limit. You must live and attend school in Oklahoma, keep up your grades and avoid disqualifying offenses.

Household size Maximum family income (AGI)
1-2 dependents $60,000
3-4 dependents $70,000
5 or more dependents $80,000

Source: Oklahoma’s Promise. Special income provisions may apply to children of certified Oklahoma public school classroom teachers employed for at least 10 years, children adopted from certain Oklahoma court-ordered custody or in the custody of court-appointed guardians, and families receiving taxable Social Security benefits based on a parent’s death or disability.

Oklahoma’s Promise deadlines

  • June 30: recommended deadline for 8th to 11th graders.
  • December 31: deadline for 12th graders, by electronic submission or postmark.
  • All applications must be received before your official high school graduation date.

The State Regents warn that an application “isn’t complete until all documents are submitted,” so upload income documents promptly. The application is on OKcollegestart.org, the State Regents’ free college-planning site.

Oklahoma Tuition Aid Grant (OTAG)

OTAG is “a need-based grant program for Oklahoma residents who attend eligible colleges, universities and career technology centers in Oklahoma” (OKcollegestart, Oklahoma Tuition Aid Grant). Undergraduates are eligible, with enrollment requirements set by each school.

OTAG eligibility

Financial need is measured by your Student Aid Index (SAI) from the FAFSA. The State Regents say basic requirements “include the eligibility to receive a Pell grant in the current academic term.” Many students meet those basics, but funds are limited.

How much OTAG pays

The State Regents say the maximum annual award is currently the lesser of 75% of enrollment costs or:

Institution type Maximum annual OTAG
Community colleges and career technology centers Up to $1,500
Regional universities Up to $2,000
Research universities Up to $3,000

The page describes these as current maximums without naming an award year. Generally half is paid in the fall and half in the spring.

The real OTAG deadline: early

OTAG has no fixed statewide date, but the State Regents put it plainly: “IT IS IMPORTANT TO APPLY EARLY.” They say OTAG typically receives more eligible applications than it can fund, “and how early a student applies may be the deciding factor.” State funding is usually finalized around the end of May, schools are told their allocations, and each school then picks recipients.

Oklahoma’s Promise vs. OTAG

Oklahoma’s Promise OTAG
Type Tuition scholarship, income-limited Need-based grant
When you apply Grades 8-12, by Dec. 31 of senior year Every year, by filing the FAFSA
Application OKcollegestart.org FAFSA only
Income test AGI limits of $60,000-$80,000 by household Pell eligibility and SAI
Adult learners No Yes, if eligible

How to apply

  1. Seniors: submit the Oklahoma’s Promise application and documents before December 31 and before graduation.
  2. Everyone: file the FAFSA as soon as it opens; for fall 2027 that is the 2027-28 FAFSA, open now.
  3. List every Oklahoma college or technology center you are considering.
  4. Respond quickly to verification requests.

Our guide on how to fill out the FAFSA covers each section, and our FAFSA deadlines guide explains college priority dates.

A federal rule to know

For award years beginning on or after July 1, 2026, a student whose non-federal aid equals or exceeds the cost of attendance is not eligible for Pell, according to a June 4, 2026 Federal Student Aid electronic announcement. Because OTAG requires Pell eligibility, tell your aid office about every outside scholarship so your package is calculated correctly.

Oklahoma checklist

  • Check your family’s AGI against the Oklahoma’s Promise limits.
  • Apply for Oklahoma’s Promise by June 30 of 8th-11th grade if you can, and no later than December 31 of senior year.
  • Upload all required Promise documents.
  • File the 2027-28 FAFSA early for OTAG.
  • Ask each school for its net price after state and federal grants.

Questions Oklahoma families ask

My child is in 8th grade. Is it too early to apply for Oklahoma’s Promise?

No. Students can apply any time from 8th through 11th grade, with June 30 as the recommended deadline for those grades, and seniors by December 31. Applying early leaves time to fix missing documents.

We are just over the income limit. Is there any way in?

The State Regents list special income provisions, including for children of certified Oklahoma public school classroom teachers employed in the state for at least 10 years, who “may qualify at higher income levels.” Check the full provisions on the Oklahoma’s Promise site before ruling it out.

If I qualify for Pell, am I guaranteed OTAG?

No. Pell eligibility is the basic requirement, but the State Regents say OTAG “typically” receives more eligible applications than it can fund, and each school selects recipients from its allocation. Early FAFSA filing is the best way to improve your chances.

Can OTAG be used at a career technology center?

Yes. OTAG covers eligible colleges, universities and career technology centers, with a maximum of up to $1,500 at community colleges and career tech centers.

What documents does Oklahoma’s Promise need?

The State Regents say your application is not complete until all required documents are uploaded, and they offer a document upload page on the Oklahoma’s Promise site. Expect to provide proof of family income. If you have moved or changed schools since applying, update your contact information there too.
