Oregon Opportunity Grant and Oregon Promise: 2026-27 Amounts

Oregon college grants come mainly from two state programs run by the Office of Student Access and Completion (OSAC): the Oregon Opportunity Grant, a need-based grant of up to $8,352 a year for 2026-27 at four-year schools, and the Oregon Promise Grant, which helps recent high school and GED graduates pay community college tuition. The Opportunity Grant is first-come, first-served, so the date you file the FAFSA or ORSAA can matter as much as your income.

For 2026-27, the Opportunity Grant’s final FAFSA/ORSAA submission date was May 15, 2026, and the SAI limit was 8,000. If you are planning for 2027-28, file now.

Oregon Opportunity Grant

OSAC calls the Oregon Opportunity Grant (OOG) “Oregon’s largest state-funded, need-based grant program for college students,” providing funding to more than 30,000 Oregon resident students each year. It goes to Oregon residents of all ages pursuing a first associate or bachelor’s degree at an eligible public or private institution (OSAC, Oregon Opportunity Grant).

Source: OSAC, Oregon Opportunity Grant. Awards are prorated for fewer than 12 credits or part-year enrollment, and grants are not awarded for summer. OSAC says amounts are subject to change each year and it “cannot forecast what the maximum SAI limit will be or when funds will be exhausted” for future years.

Who is eligible

  • Oregon resident for at least 12 months before college, not admitted to the US for the purpose of education.
  • Undergraduate with no prior bachelor’s degree.
  • Enrolled at a participating Oregon-based institution.
  • Financial need, and no defaulted federal loans or federal grant refunds owed.
  • Satisfactory academic progress for continuing students.

OSAC says undocumented students, including DACA students, are eligible if they meet all requirements, and students who cannot file the FAFSA can file the Oregon Student Aid Application (ORSAA). Degrees in theology, divinity or religious education are not eligible.

How long it lasts

OOG is available for up to four years of full-time enrollment (12 quarters or 8 semesters), as long as you keep meeting the rules and file a new FAFSA or ORSAA each year.

How to apply

  1. Submit the FAFSA or ORSAA as soon as possible after it opens. No other application is required.
  2. Watch for emails from the US Department of Education and OSAC, and fix any errors immediately; OSAC only authorizes awards for error-free applications.
  3. First-time students must also apply for admission to at least one eligible Oregon public or private nonprofit college.
  4. If awarded, you get an email from [email protected]. Complete your college’s requirements and enroll before the term begins.

One quirk: OSAC says FAFSA or ORSAA records with professional judgments processed “are not accepted for eligibility.”

Oregon Promise Grant

OSAC describes the Oregon Promise as “a state grant that helps cover tuition costs at any Oregon community college for recent high school graduates and GED test graduates” (OSAC, Oregon Promise Grant). OSAC lists the 2026-27 award range for full-time, full-year students as $2,280 to $4,716.

Oregon Promise eligibility

  • Submit the Oregon Promise application and the FAFSA or ORSAA by your deadline, listing at least one Oregon community college.
  • Be a recent Oregon high school graduate or GED test graduate.
  • Have a 2.0 cumulative high school GPA, or a 145 on all GED tests.
  • Be an Oregon resident for at least 12 months before college; for dependent students, parents must also live in Oregon.
  • Have no more than 90 college credits completed or attempted.
  • Start community college at least half time by your required term, usually the next term after graduation, excluding summer.

For the Class of 2026, OSAC set a final SAI limit of 27,000. For the Class of 2027, OSAC says it has not yet decided whether there will be a limit and will announce it in spring 2027.

Oregon Promise deadlines

Most students must apply during senior year, before graduating, or right after completing the GED. The application is open for students graduating between July 1, 2026 and June 30, 2027. Deadlines roll by graduation date; for students who graduated between July 1 and November 30, 2026, OSAC extended the winter cohort deadline to November 16, 2026. Use OSAC’s “Find Your Deadline” tool for your date.

OSAC also notes that starting in 2027-28, a FAFSA-eligible student from a mixed-status family who chooses the ORSAA instead of the FAFSA will not be eligible for Oregon Promise.

Oregon checklist

  • File the 2027-28 FAFSA or ORSAA now; our guide on how to fill out the FAFSA walks through it.
  • Correct any FAFSA errors right away.
  • Seniors: submit the Oregon Promise application in the OSAC Student Portal by your deadline.
  • Apply for admission to at least one eligible Oregon college.
  • Note OSAC’s cutoff dates and your college’s priority date; see our FAFSA deadlines guide.

One federal change: for award years beginning on or after July 1, 2026, a student whose non-federal aid equals or exceeds the cost of attendance is not eligible for Pell, according to a June 4, 2026 Federal Student Aid electronic announcement.

Questions Oregon families ask

Is the Opportunity Grant only for recent graduates?

No. OSAC says it goes to Oregon residents “of all ages” pursuing a first associate or bachelor’s degree.

What if my FAFSA has an error?

Fix it immediately. OSAC authorizes Opportunity Grant awards only for eligible applicants with an error-free FAFSA or ORSAA submitted by the cutoff date, and it warns that any update or change “may affect Oregon Opportunity Grant eligibility and/or award amount.”

Can I get the Opportunity Grant if my SAI is above the limit?

No. OSAC notes that even students who received the grant in earlier years and filed early “may not receive a grant if your SAI is above the SAI limit for the year.” For 2026-27 that limit was 8,000.
